NEWFANE, NY - On April 13, 2018 at 00:09 hours, Patrols noticed a suspicious vehicle parked in the lot of a closed automotive store, at 2914 Main Street in the Town of Newfane. The vehicle occupants were identified as Amos L. Rowsey III, 36, and Shawneque L. Tubbins, 37, both of Buffalo, N.Y. They also had with them two children, ages two and four. Tubbins told deputies they were out looking at a house to purchase. During interview with the subjects, a handgun was located in the vehicle that did not belong to either of the occupants. A check of the firearm's serial number showed that it was owned by a resident on Lake Road in the Town of Wilson. Deputies made contact with the owner of the firearm, who thought the gun was still in his possession. A further check of his premises revealed that he had been the victim of a burglary sometime in the last week.

After further interview with Investigators and Deputies held at the Sheriff's Office, Rowsey was charged with Criminal Possession of a Weapon 3rd degree and Criminal Possession of Stolen Property 4th degree. Tubbins was charged with two counts of Endangering the Welfare of a Child and Unlawful Possession of Marihuana. Both were arraigned in Newfane Town Court by Justice Bruce Barnes. Rowsey was remanded to the Niagara County Jail and bail was set at $25,000. His return date is April 17, 2018 at 10:00 a.m. Tubbins bail was set at $500 and she was given a return date of April 24, 2018 at 2:00 p.m.

The children were secured by Erie County Child Protective Services.

Further investigation is continuing by the Criminal Investigation Bureau.
